Science, Technology and Innovation Policy in a Globalized World
…
Hybrid Block Seminar (Online and In-Person)

Topic
Science, Technology and Innovation Policy in a Globalized World
Today, research is conducted almost exclusively on an international basis. Particularly in the development of new technologies, national ivory towers have largely disappeared. As a result, science and technology policy has become a key component of what is commonly referred to as “globalization.”
Using this policy field as a case study, the seminar examines the actual substance and practical manifestations of globalization. Building on an analysis of the policies pursued by the major actors, including Germany, the European Union, the United States, China, developing countries, and industry, it explores highly visible areas such as genetic research, energy research, climate research, aeronautics research, space research, and fusion research. These fields are assessed both in terms of how they are shaped by globalization and how they themselves contribute to globalization.
The seminar also addresses cross-cutting issues such as civilian versus military research, export controls, and innovation. It further examines the future organization and distributional role of international science and technology policy. Finally, it considers the potential of research and technological development to contribute to sustainability and global development.
